Every site in this atlas carries two measures. The Crow Signal is an evidence tier: how well the haunting is attested, not how frightening it is. Intensity is the traditional five-point spook scale: how strong the activity is said to run for the people who report it.
Every dossier separates the documented record from the claim layer. History is presented as history; witness accounts and folklore are labeled as exactly that, never as proof. Where a claim has been investigated and explained, the dossier says so.
Coordinates are published for navigation to public vantage points. A listing is never permission to enter. Private property means exactly that, even after dark. Especially after dark.
